Mittendrin im Getümmel soll der als amerikanischer Pressevertreter getarnte US-Spion Morgan eine Liste mit Agenten finden. Zudem soll er einen kriminellen General samt Ceauºescus kostbarem Juwelenkoffer von Bukarest nach Ungarn entführen. Zwar gelingt es Morgan die Liste, den General und den Koffer ausfindig zu machen, doch auf der Flucht läuft der Plan aus dem Ruder.
